These brassard's are what Austrian soldiers wear for identification often outside of uniform. These ones in particular when 'wache' is translated stands for 'guard.' There is some variance in appearance and function - the main one being some stick with hook & loop backing, others with a slit to run a epaulette through. The one thing they all have in common though is the colour and patches!
