These trench coats were made back when Yugoslavia still existed. However, when it became divided up much of their military and police equipment was repurposed by various countries during the Civil War. In this case, the factory labels say Yugoslavia but the arm patches sport Serbian flags and units. The initial Serbian patches translate to 'police' but some of these have two letters patched over changing the word to 'militia.' Such was the nature of pushing irregular troops into war.
As for the coats - they are pretty straight forward. Belt loops to hem the waist in (the belts are long disappeared in the surplus chaos). Button up front with a large lapel area. Shoulder epaulettes if the officer was lucky enough to have a rank or comms unit to slot onto. And originally these would come with a button-in removable liner for Winter use (also missing in the warp with this batch). A seemingly plain but interesting bit of Yugo/Serbian history in a unsuspecting coat. Much like Yugoslavia - these jackets aren't going to be around forever!
